Backflow Testing in Moore County: Which Requirements Apply to Your Property?
Backflow requirements start with the water provider serving your connection. Learn what to confirm about equipment, test schedules, tester qualifications and reporting before arranging service.

What you’ll learn
- The serving water provider—not simply the property’s town or county address—is the starting point for utility backflow requirements.
- Confirm assembly type, recurring interval and event-triggered testing before arranging work.
- Check the individual tester’s accepted qualifications and the required reporting method.
- Keep both the test result and submission confirmation; a completed field test is not the same as a filed report.
Who decides whether your Moore County property needs a backflow assembly, testing or documentation? Start with the water provider serving the connection, while recognizing that plumbing code and inspection requirements also matter. A mailing address alone does not identify the applicable utility program. Before scheduling a test or buying equipment, confirm the provider, the connection being protected, the accepted assembly and the reporting instructions. Commercial water service and lawn irrigation deserve particular attention—and neither should be handled by assuming one provider’s rules apply throughout the county.
1. Identify the water provider for the actual connection
Start with the water bill, not the mailing address. Identify the organization supplying water to the particular connection. If a landlord, property manager or association handles the account, request the provider name and account information from them. Check whether irrigation and building water have separate meters.
Moore County Public Utilities lists service areas that include Pinehurst, Seven Lakes, Vass and East Moore Water District, among others, but directs customers to verify service locations with its office. A community name alone is not enough to establish which program applies.
The county’s cross-connection ordinance covers customers connected to Moore County Public Utilities and East Moore Water District. Southern Pines has its own ordinance, which applies to customers connected to its system even outside town limits. For another provider, request that provider’s requirements rather than borrowing either example.
2. Confirm the required protection before choosing equipment
Backflow is an unwanted reversal of flow that can carry contaminants toward drinking water through a cross-connection. North Carolina’s public-water rules prohibit unprotected cross-connections and require suppliers to require appropriate testable protection where applicable.
Two questions may need separate answers: what protection is required at the service connection to protect the public supply, and what protection is required inside the property at particular equipment or uses. Plumbing inspection requirements can apply alongside the utility’s program.
Ask the provider which assembly type, model and installation arrangement it accepts for your connection. Reduced pressure, double check and pressure vacuum breaker assemblies are not interchangeable choices. State guidance limits double check assemblies to low-health hazards and pressure vacuum breakers to backsiphonage applications without backpressure. Those distinctions explain why purchasing the least expensive valve before approval can be a costly mistake.
3. Review commercial and irrigation connections separately
Commercial use deserves a connection-by-connection review. Southern Pines’ published customer memorandum calls for RPZ protection on commercial supply lines and new lawn irrigation systems, with configuration coordinated through utility staff. Do not extend that instruction to every commercial property in Moore County.
For an existing building, gather previous reports and describe any proposed equipment or use changes. Southern Pines’ ordinance addresses changes in facility processes or operations that can require different protection. An assembly already on site is not, by itself, proof that it remains suitable.
The Plumbing Knight offers Backflow Services and Commercial Plumbing. When discussing work, separate the testing request from any installation, repair or operational planning needed. For occupied premises, planning a commercial plumbing repair should include asking which water uses may be interrupted and who needs advance notice.

4. Get the testing interval and triggering events confirmed
Ask for both the recurring testing interval and event-triggered testing requirements. Installation, repair or reinstallation can create a testing obligation before the next routine date.
Southern Pines’ public guidance is not completely uniform: its FAQ states a three-year interval for residential irrigation only, while its ordinance uses at-least-annual language. That difference is a reason to obtain account-specific confirmation, not to choose whichever interval is more convenient. The table provides starting points, not a complete directory of Moore County providers.
Provider-specific examples: confirm the schedule assigned to your account and assembly.
| Serving system | Published testing direction | Applicability and limitation |
|---|---|---|
| Moore County Public Utilities / East Moore Water District | Testing follows the schedule required by program standards; installation and repair also trigger testing. | Ask for the current interval, due date and reporting instructions for the specific assembly. |
| Southern Pines | FAQ: annual testing, except residential irrigation every three years; installation, reinstallation and maintenance also trigger testing. | The ordinance uses annual language. Confirm any irrigation exception directly with Utilities. |
5. Verify the tester and clarify what the visit includes
A plumbing service description is not a substitute for checking the individual tester’s qualifications. Moore County requires a certified tester meeting its program qualifications. Southern Pines requires certification through an approved program; its customer memorandum also calls for tester certification, test-kit certification and results to be provided to BSI Online.
Use the questions below before booking. Ask about reporting charges and failed-test follow-up so the initial visit’s scope is clear. A testing quote should not be mistaken for authorization to perform whatever repairs might later be needed.
- Is the individual tester’s current certification accepted by this provider?
- Does the provider require tester registration or additional approval?
- Is the test equipment documentation current and acceptable?
- Can the tester submit through the provider’s required system?
- Does the quote distinguish testing, reporting, repairs and any retest?

6. Keep proof that the correct report was submitted
Treat the field result and the submitted report as two separate items to verify. Ask who will file the report, when it will be filed and how you will receive confirmation.
Moore County requires electronic reporting through its designated system and reporting of results within 15 days of testing; its ordinance places responsibility on the user if the tester fails to report. Southern Pines directs customers to retain a copy and ensure results are entered through BSI Online.
For your own property file, keep the test result, submission confirmation and repair records together. Check that the service address and assembly identification match the equipment tested. Southern Pines’ ordinance requires consumer test and repair records to be maintained for three years. When buying or taking over management of a property, request those records rather than assuming the previous account holder completed everything.
7. Plan for maintenance, failed tests and overdue notices
Keep the assembly reachable rather than burying access beneath mulch, storage or landscaping. North Carolina’s guidance calls for installations accessible for testing, maintenance and inspection, following manufacturer requirements. Southern Pines requires exterior RPZ devices to have a protective above-ground enclosure.
Before winterization, ask how the proposed work affects testing and protection. Do not assume turning irrigation off cancels an existing requirement.
If a test fails, request the written result, proposed correction and provider’s follow-up instructions. Read what happens after a backflow assembly fails its test before comparing repair and replacement proposals. An older installation may have different replacement conditions, so confirm approval before ordering a like-for-like substitute.
If a deadline has already passed, contact the serving provider promptly. Ask what action is required now; do not assume one provider’s enforcement policy applies everywhere. When contacting The Plumbing Knight, have the notice, provider name and previous report available to make the service discussion more specific.
Questions & answers
Does every Moore County property need annual backflow testing?
Do not assume that. The serving water provider determines the applicable program and schedule. Southern Pines publishes an annual schedule with a residential-irrigation-only three-year exception, but its ordinance uses annual language. Confirm the requirement for your specific account and assembly.
Can my lawn irrigation contractor perform the backflow test?
Ask whether the individual performing the test holds the certification and provider acceptance required for your account. Irrigation maintenance experience alone does not establish backflow testing qualifications. Also confirm that the tester can submit results through the required reporting system.
If the assembly passes, is the requirement complete?
Not necessarily. The result must also reach the provider through its accepted reporting method. Request your copy and submission confirmation, then check that the report identifies the correct property and assembly.
Does removing an irrigation assembly for winter affect testing?
It can. Southern Pines specifically requires retesting after a winter-removed assembly is reinstalled. Before seasonal work, ask your own provider what removal, reinstallation or repair triggers, and coordinate freeze protection with a qualified professional.
Will a missed deadline automatically cause a fine or water shutoff?
Do not treat either consequence as automatic or countywide. Enforcement depends on the applicable provider’s ordinance, the circumstances and any notice issued. Contact the provider promptly about an overdue requirement and obtain clear instructions for resolving it.
